Report of Findings
Community Care Facilities Licensing received a complaint on September 27, 2024, regarding Care and Supervision, and Records and Reporting.

All areas of the complaint were fully investigated. Evidence was obtained through interviews, observations and a review of documentary evidence.

It was confirmed that staff in the program used inappropriate behavioral guidance with the children.

Licensing determined the following contravention:
Child Care Licensing Regulation (CCLR), section 51(1)(a) - Behavioral guidance

14220 - CCLR s.51(1)(a)A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Staff in the classroom placed a child in a highchair as part of behavioural guidance practices which were inappropriate practices for the age and development of the child.
Corrective action: Licensee has provided details of behavioral guidance plans that will not include placing children in a highchair.
