A means of determining rate-of-flow was not found for the circulation pump. Flow meter has been removed since last inspection.
Properly reinstall a flow meter (10x pipe diameter in straight pipe length upstream from the flow meter and 5x pipe diameter in length of straigh pipe after flow meter) or have a pump curve available for water pump used for the pool.
