Repeat A means of determining rate-of-flow was not found for all water pumps. Flow meter stuck on bottom.
Properly install a flow meter or have a pump curve available for every water pump used for the pool.

Emergency device (telephone) was not working. Telephone would not complete 911 Call.
Ensure that the emergency device is functioning properly and rings to the emergency response authorities.
