Critical Initially the filters were being bypassed (no filtration). After attempting to correct the flow, one filter seemed to be stuck in backwash. The operators were unable to restore proper flow or circulation the pool.

The fence near the shallow end of the pool is broken can be deflected to create a gap greater than 4 inches.
Repair the perimeter barrier so that there are not any gaps greater than 4 inches anywhere along the barrier.

Comments
-The operators chose to voluntarily close the pool until proper flow and circulation can be restored to the pool.
-The disinfectant residuals and water quality parameters meet code requirement.
-Free chlorine was 1.5 ppm, ideal range is 2-4 ppm.
-All required safety equipment was provided.
-The pool perimeter was not fully secure (see violation).
-The filter pressure was 0 and 5 psi.
-The pool water was cloudy but clear enough to see the main drains.
-Turnover rate was unable to be accurately calculated due to improper flow.
