A means of determining rate-of-flow was not found for all water pumps. The flow meter was not functional at the time of inspection and a pump curve is not being used to determine rate of flow.
Properly install a flow meter or have a pump curve available for every water pump used for the pool.

Repeat Several gaps inder fencing exceed 4" - especially on the north and east sides.
Adjust fencing and landscaping to reduce the gaps.

A back/spine board without a head immobilizer and straps was not provided at the unguarded pool. The back/spine board is locked in the pump room and not accessable to the public.
Provide the back/spine board at the pool at all times.
