Critical Corrected During Inspection PIC unable to demonstrate knowledge by having no critical violations. Multiple critical violations observed during inspection. PIC correct all critical violations during inspection.

3717-1-02.4(C)(9) / PIC: duties - ensure employees are properly maintaining temperatures of TCS foods during hot and cold storage
Critical Corrected During Inspection PIC did not ensure employees are properly maintaining temperatures of TCS foods during hot and cold storage. Observed both hot and cold holding temperature violations during inspection. Ensure food employees are monitoring food temperatures to maintain hot holding at 135* or higher and cold holding at 41*F or below at all times. PIC discarded all foods not held at proper temperature during inspection. Education provided at time of inspection regarding proper cold and hot holding temperatures.

Facility does not have an employee with manager certification in food protection. No current level 2 manager observed. Obtain level 2 manager certificate by next standard inspection.

3717-1-05.1(O)(1) / Using a handwashing sink - accessible at all times
Critical Corrected During Inspection Handwashing sink not accessible. Observed metal racks sitting on top of hand washing sink, as well as rolling cart stored directly in front of hand washing sink in kitchen area. PIC moved both items during inspection. Ensure hand washing sinks remain accessible at all times.

3717-1-04.5(C) / Cooking and baking equipment - cleaning frequency
Cooking and/or baking equipment not cleaned when required. Observed upper interior surface of microwave in kitchen are to have visible dried residue. Clean microwave by 4-3-23.

3717-1-03.4(F)(1)(a) / Time/temperature controlled for safety food - hot holding.
Critical Corrected During Inspection TCS foods not being hot held at the proper temperature. Observed scrambled eggs on hot holding on breakfast buffet to have internal temperature between 119*F-128*F. PIC discarded eggs during inspection.

Critical Corrected During Inspection TCS foods not being cold held at the proper temperature. Observed individual portions of cream cheese and butter, as well as hard boiled eggs, and cut melon on breakfast buffet cold holding above 41*F. 1 oz containers of cream cheese (43*F-56*F) x 15, individual packets of butter (43*F-50*F) x 13 packets, hard boiled eggs (61*F-64*F) x 1 plate, cut melon (63*F-66*F) x 1 plate. PIC discarded listed items during inspection.

3717-1-04.8(G)(3) / Kitchenware and tableware - furnishing single-service articles.
Single service articles intended for food or lip contact improperly dispensed. Observed coffee stirrers stored unprotected in container at self service coffee counter. Ensure single service articles that are intended for food-contact are furnished for consumer self service with original individual wrapper intact or from an approved dispenser. Correct prior to next standard inspection.

Equipment components are not intact, tight or properly adjusted. Observed seal on reach in Arctic Air refrigerator in kitchen area broken. Repair or replace seal by next standard inspection.

3717-1-04.1(KK) / Food equipment - certification and classification.
Equipment not approved by a recognized testing agency. Observed black frigidaire chest freezer, white frigidaire refrigerator, and whirlpool refrigerator in storage rooms that contain cold holding of foods on both 1st and 2nd level not commercial grade. Discontinue use or replace with commercial grade equipment by next standard inspection,

Non-food contact surfaces of equipment are unclean. Observed interior bottom surfaces of Arctic Air reach in cooler in kitchen area to have visible residue. Clean by 4-3-23.

Non-food contact surfaces of equipment are unclean. Observed interior surfaces of chest freezer in storage room to contain visible spillage, ice build up, and food debris. Defrost unit, remove ice, and clean interior surfaces of chest freezer prior to next standard inspection.

3717-1-20(C) / Specifications for replacing equipment and facilities in existing facilities
FSO changed owners without updating existing equipment and facilities to comply with this code. Facility has noncommercial grade equipment (black frigidaire chest freezer, white frigidaire refrigerator, and whirlpool refrigerator in storage rooms) for cold holding of foods and not updated during ownership change. Remove from use or replace with commercial grade equipment by next standard inspection.

Comments
Inspection conducted and reviewed with breakfast manager/PIC. Discussed removing dishwasher from kitchen area if no longer in use and that if facility wishes to use dishwasher then a water cooling unit would need to be installed at drain peras indicated in recent plumbing inspection. Inspection report emailed.
