Discussed with operator the need for VGB covers on main drain because of system and size of drain. It was determined through discussion with Environmental Health Directors as well as materials put out by ODH that VGB covers were not necessary at this drain because 1) they are not functional in this setting and 2) it is unlikely a person could block the entire grate with its size, making entrapment not possible.
